Yes, he came out publicly in the 90s. The band promptly kicked him out and then fell into irrelevance. Halford made a name for himself with solo work and finally the rest of Priest accepted him back into the band.
I honestly don't see it. There was one part where his back was to the audience and he was shimmying a little bit, but it wasn't very, gay. I never would've called it and I have pretty good gaydar.
